According to Article 20, Paragraph 3 of the Immigration Control and Refugee Recognition Act:
“The Minister of Justice may grant permission [for change of status] only when there are reasonable grounds, based on the documents submitted by the foreign national, to deem the change of status appropriate. However, applications from individuals residing under a ‘Temporary Visitor’ status shall not be approved unless based on unavoidable special circumstances.”

In principle, changing your visa status from “Temporary Visitor” to another status of residence is not permitted. Such a change is only allowed in cases involving unavoidable special circumstances.

Therefore, unless such circumstances exist, it is not possible to directly change from a Temporary Visitor Visa to a Business Manager Visa.

Simply coming to Japan on a Temporary Visitor Visa to prepare for business activities is not considered an unavoidable special circumstance under the current immigration procedures.

In most cases, unless another qualifying reason exists, you will need to leave Japan and apply for a Certificate of Eligibility (COE) for a Business Manager Visa through the proper procedures from outside Japan.
